DITEC of IT Department, Assam Recruitment 2018- Consultant, District Managers & Other [43 posts]: Directorate of IT, Electronics and Communication (DITEC) of Information Technology Department, Government of Assam has issued recruitment notification for 43 Project Management, Technology Management, Connectivity, Capacity Building, Infrastructure Management, E-Service Delivery, Data Centre, Procurement, IT Security, District Management Functions. Directorate of IT, Electronics and Communication (DITEC) of Information Technology Department, Government of Assam is preparing to fill up the positions of Consultants indicated in the table below, with experience and qualifications indicated therein.

Vacancy Details

1. Sr. Consultant, Project Management

No. of post: 01

Fixed Pay Rs. 90,000/- PM

Experience and educational qualification: Minimum 10 years of experience in IT/e-gov consultancy domain with State/Central Govt or with any reputed private firms. Experience in RFP preparation, bid process management, implementation and monitoring of projects for large scale e-service delivery is essential. Industry certifications like PMP, Prince2 etc. is desirable Minimum Qualification: BE/B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT).

2. Sr. Consultant, Technology Management

No. of post: 01

Fixed Pay Rs. 90,000/- PM

Experience and educational qualification: Minimum 10 years of experience in IT solution design, project deployment, managing software development, wide systems integration/ implementation projects with reputed IT Companies or with State and Central Govt agencies. Experience in design architecture of systems & networks is desirable. Experience in working in e-governance IT solution related project is desirable. Minimum Qualification: BE / B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT).

3. Consultant, Connectivity

No. of post: – 01

Fixed Pay Rs. 70,000/- PM

Experience and educational qualification: Minimum 7 years of experience in networking such as Routing & Switching protocols, Wifi, broadband network, solution design for LAN and WAN, VPiN, firewall, DNS, DHCP, VoIP, different media protocols such as UTP, optical fibre and wireless etc. Industry certification such as CCNP, JNCIP-ENT etc is desirable. Minimum Qualification: BE / B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT).

4. Consultant, Capacity Building

No. of post: 01

Fixed Pay Rs. 70,000/- PM

Experience and educational qualification: Minimum 7 year’s of experience in capacity building in an e-governance set up. Must have the experience of identifying training and capacity building needs of the State Government personnels, Conducting assessment of a training program, design of content for e-gov training. Developing action plan to improve their capacity to lead the training interventions in the State etc. Minimum Qualification: MBA/PGDBM with experience in HR.

5. Consultant, Infrastructure Management

No. of post: 01

Fixed Pay Rs. 70,000/- PM

Experience and educational qualification: Minimum 7 years’ experience in IT Infrastructure project and operations management, such as system servers, networking, data center, IT facility & help desk management, DR and BCP, IT implementation in e-Governance project, Application architecture management etc. Minimum Qualification: BE/B.Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT)

6. Consultant, e-Service Delivery

No. of post: 01

Fixed Pay Rs. 70,000/- PM

Experience and educational qualification: Minimum 7 years’ experience in ICT/eGovernance, primarily in SDLC, BPR,FRS system analyst, Web Services, APIs, System verification testing, etc. Minimum Qualification: BE / B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT)

7. Consultant, Data Centre

No. of post: 01

Fixed pay Rs. 50,000/- PM

Experience and educational qualification: Minimum 5 years’ experience in data centre design and operations with server systems, networking, virtualisation, Cloud, Disaster recovery plan. Experience in working in data center planning and optimising the IT infrastructure for high availability, designing of power cooling, Racks, BMS, EMS etc. Should have knowledge of ISO 27001 implementation. Minimum Qualification: BE/B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT) / MCA.

8. Consultant, Procurement

No. of post: 01

Fixed pay: Rs. 50,000/- PM

Experience and educational qualification: Minimum 5 years of experience in procurement in e-Governance ecosystem involving end-to-end bid process management, e-procurement planning, procurement analytics etc. Expertise in procurement process improvements and knowledge about GeM, Public procurement policy and rules, CVC Guidelines and bid process etc. Minimum Qualification: BE/B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT) / MCA.

9. Consultant, Promotion of ICT

No. of post: 01

Fixed pay: Rs. 50,000/- PM

Experience and educational qualification: Minimum 5 years of experience in promotional activities of ICT, preferably in e-Governance. Preferably having experience of conducting national/international business summits, conferences, workshops etc. Must have experience of promotion and adoption of ICT in various other departments. Experience of investment promotion assignment with specific focus on attracting investments would be preferred. Minimum Qualification: BE / B. Tech / Post graduate degree (preferably in science background)

10. Consultant, IT Security

No. of post: 01

Fixed pay: Rs. 50,000/- PM

Experience and educational qualification: Minimum 5 years of experience in IT Security management with in depth knowledge in systems, software & network security. Should have knowledge in security risk management, threat vulnerability, incident management, implementation of penetration test, security controls, audit, and security code review etc. Minimum Qualification: BE/B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT).

11. District Managers, District Management

No. of post: 33 (Thirty-Three)

Fixed pay: Rs. 40,000/- PM

Experience and educational qualification: Minimum 4 years of experience in IT/eGovernance field, preferably in IT projects, IT Infrastructure deployment, software development, hardware, networking, security management etc. Should have the knowledge of free and open source Software, IT Acts and Policies, NeGP, Digital India Programme etc. Minimum Qualification: BE / B. Tech (Computer Science, Electronics & Telecommunication, Electronics & Communication, IT) / MCA. People already working as District Managers would be given preference.

Age limit for All posts: – For the position of Senior Consultants, the applicant should not be more than 45 years and for other positions, the applicant should not be more than 40 years as on 1st January, 2018. People with higher qualification with the same experience would be given preference.
