Mission Basundhara is a visionary initiative by the Government of Assam to revolutionize land revenue services. Launched initially on 2nd October 2021, this flagship program aims to digitize and simplify land-related services, reducing bureaucracy and making land records more accessible to the public. The third edition, Mission Basundhara 3.0, was launched on 20th October 2024 under the leadership of Chief Minister Dr. Himanta Biswa Sarma at Srimanta Sankardev Kalakshetra, Guwahati.

Mission Basundhara 3.0 is the third phase of the Mission Basundhara project, which aims to leverage technology for simplifying and digitizing land record management. Components of Mission Basundhara

Basically, there are three components of Mission Basundhara. The components are as mentioned below –

i. Purification of land records in a mission mode:

ii. Polygon survey of yet to be surveyed 672 non-cadastral villages: The polygon survey of NC villages will pave the way for granting land rights to indigenous landless people inhabiting these villages according to Land Policy, 2019.

iii. Re-survey of 18789 cadastral villages of 27 districts using hybrid methodology: Re-survey of all cadastral villages will pave way to clear titles.

Limited Conversion of Tea grant land to periodic patta
Digitalized Settlement of land to non-individual juridical entities
Settlement of land in surveyed N.C. village under SVAMITVA

Settlement of Khas and ceiling Surplus land.
Settlement of Occupancy Tenant.
Settlement of special cultivators.
Settlement of hereditary land of Tribal Communities.
Settlement of AP transferred land from original AP holder.
Regularization of settlement of PGR VGR LAND.
