Mission Bhumiputra – Assam Caste Certificate Online Apply: Mission Bhumiputra is a pioneering initiative launched by the Government of Assam, aimed at streamlining the process of obtaining caste certificates through digital means. This mission seeks to eliminate the traditional manual system, making it easier and more efficient for students to apply for and receive their caste certificates. Under this mission, students can now submit online applications for Scheduled Caste (SC), Scheduled Tribe (Hills) (ST-H), Scheduled Tribe (Plains) (ST-P), and Other Backward Classes (OBC)/More Other Backward Classes (MOBC) certificates.

Eligibility Criteria of Mission Bhumiputra

  • Nationality: Applicant must be an Indian citizen as per the constitution of India.
  • Domicile: Applicant must be a permanent resident of Assam.
  • Caste: Applicants must belong to one of the following categories of Assam: SC, ST, or OBC/MOBC.

Components of Mission Bhumiputra

Single Application:

A single application form will be used for all castes to ensure a uniform and simplified procedure for issuing caste certificates.

Transparent, Digital & Fast Application Process:

  • Certificates will be available in the Digi locker under the IT Act, digitally signed by the respective Deputy Commissioners.
  • If the father’s caste certificate is enclosed and found genuine, the certificate will be issued instantly.
  • If any enquiry is required, it must be completed within 30 days, extendable by another 15 days in exceptional cases with due justification.
  • Details of all certificates issued will be available for public view.

Special Drive:

A special drive will be started for issuing caste certificates, initially covering students of Class IX-XII. Deputy Commissioners will provide the application format to the Headmasters of educational institutions. The issued certificates will be distributed through principals/headmasters.

How to Apply for Assam Caste Certificate?

Applicants who belong to the aforementioned castes and wish to obtain their caste certificate should follow these steps to apply through the Mission Bhumiputra portal:

  1. Scroll down to the Important Web-Links section.
  2. Click on the Mission Bhumiputra Online Application Link.
  3. Register by clicking on the New Account option.
  4. After successful registration, Login using your Username and Password.
  5. Click on the New Application option.
  6. Fill out the application form with all the required information carefully.
  7. Upload the scanned copies of your documents.
  8. Submit your application.
  9. Save the acknowledgment copy for future reference.

  • Applicant’s Photo [Mandatory]
  • Proof of Date of Birth (Birth Certificate/Aadhar Card/PAN/Admit Card) [Mandatory]
  • Proof of Residence (Permanent Resident Certificate/Aadhar Card/EPIC/Land Document/Electricity Bill, Ration Card) [Mandatory]
  • Caste certificate of father [Mandatory]
  • Recommendation of authorized caste/tribe/community organization [Mandatory if the father’s caste certificate is not present]
  • Any other document (Voter List, Affidavit, Existing Caste Certificate) [Optional]
