UNICEF Assam Field Office-Consultant & Public Finance Consultant Recruitment 2019
UNICEF Assam office works with the Government of Assam in strengthening Public Finance for Children through partnership with the Finance department since 2018-19 budget cycle. Policy advocacy and technical support from UNICEF have supported in the placement of the Child Budget Statement with focus on schemes for adolescents (covering both girls and boys) for two consecutive years with an improvement in the methodology in the statement for 2019-20 budget through capacity building programmes for budget officials of key departments in the state. The government has set up an ‘Inclusive Budget Cell’ (IBC) within the Finance Department that would be a nodal cell for all activities related to sectoral budgeting including gender budgeting, child budgeting etc.
The major activities of the IBC leading to the outcomes would require working on the twin approaches of horizontal expansion dimension including planning and organising capacity building workshops, developing toolkits and templates for child budgeting, gender responsive budgeting, coordinating with various departments, analysis of the State Budget of Assam from the lens of child budgeting, gender responsive budgeting, budgeting for persons with disability etc. as well as on vertical deepening that would involve activities to ensure efficient allocation and increased utilisation of allocated funds.

- Post graduate degree in Social Sciences preferably in Economics, Finance, Social Work and other relevant fields.
- Minimum 5 years of experience in the development sector with 2 years of experience in public finance is required
- Prior working experience with UNICEF and any other UN agencies and Govt. departments is desirable
- Good command over computer – proficiency in MS Office, MIS, knowledge of data analytics software like Tableau preferable
- Excellent oral and written communication skills in English and Hindi; knowledge of Assamese will be an asset
